Policies

Pandemic Non-Compliance Disciplinary Policy

Stringent measures are necessary to ensure the safety and wellbeing of students, employees and the St. Ambrose University community.

It is imperative that we work together to ensure we get through this pandemic successfully with the utmost integrity and respect for one another's health and wellbeing. For students who disregard the safety measures outlined in the St. Ambrose Return to Campus Guidelines, this Pandemic Non-Compliance Disciplinary Policy will be enforced.

Policy

  • Failure to follow this Policy and/or the Bee Promise may result in disciplinary action of different severity, including, but not limited to, reminders in the Student's conduct file, formal written warnings, meeting with the Dean of Students, removal from residence halls/University-owned residences, requirement to complete classes online, or prohibition from returning to campus.
  • Students are asked to remind peers who may forget to practice safety guidelines, and immediately report any disregard of the St. Ambrose Return to Campus Guidelines to Campus Security or the Dean of Students Office.
  • The University will not tolerate retaliation against any individual who reports non-compliance.
  • Any social gathering that violates the Pandemic Non-Compliance Policy may result in immediate removal from the residence halls by all participants.
  • For students needing an accommodation, they should contact the Accessibility Resource Center.
Mask Policy

We continue to monitor our workplace and adjust safety measures. In line with the current trajectory of COVID-19, we are providing the following guidance regarding the use of face coverings.

All individuals may go without a face mask both indoors and outdoors; however, if you have notification of COVID-19 exposure or are exhibiting symptoms of COVID-19 or test positive, students should contact Student Health Services, or employees should contact Human Resources, for current face mask requirements.

Employees and students will provide their own face mask in accordance with CDC guidelines. Face masks must be business appropriate and be in line with St. Ambrose University's mission and values.

Blatant violations of this requirement are subject to the Pandemic Non-Compliance Disciplinary Policy. If you have any questions about the use of face masks in the workplace, contact the Human Resources department. Isolation Protocol


For all questions related to COVID-19, please call the COVID Support Line, 563-333-5678.

In order to comply with public health protocols, St. Ambrose University requires that non-residential students isolate and not visit campus if they test positive for COVID-19. Please try to avoid any close contact with anyone. Close contact is defined as:

  • being within 6 feet of someone who has COVID-19 for at least a 15-minute period
  • you provided care at home to someone who is sick with COVID-19
  • you had direct physical contact with the person (touched, hugged, or kissed them)
  • you shared eating or drinking utensils
  • they sneezed, coughed, or somehow got respiratory droplets on you

You may be in isolation for approximately 14 days and can leave and resume in-person activities when you obtain clearance from St. Ambrose University Health Services.

Health Service Notification

You are required to notify Health Services that you are in isolation. If isolating on-campus, follow these instructions:

  • Call 911 if you develop difficulty in breathing, persistent chest pain or pressure, bluish lips or face, confusion or drowsiness.
  • Contact your instructors, coaches, employers to inform them that absence from obligations is due to a personal issue that you are working through with staff from our office.
  • You must make arrangements with Kelly Sidran for someone to pick up your mail and packages (sidrankellyj@sau.edu or 563-333-6000).

Housing

Pack and set aside a suitcase, backpack, box or bag to take with you if the isolation area is other than home or your own room. Ill students are encouraged to go home to isolate and recover. The University has a limited number of isolation rooms for residential students who are unable to go home due to distance or other extenuating circumstances.

Those who must remain on campus will abide by University guidelines. This may include relocating temporarily to another room, cleaning surroundings as directed, keeping up with your professors about missed classes, following communication instructions, and minimizing exposure to others. Students may be asked to isolate off campus at a hotel if there are no isolation rooms available on campus and they can't go home. Pack as if you are going on a 2-week vacation. Take no more than one suitcase, a carry-on bag (backpack), computer, and purse/wallet.

Items to bring with you to isolation or quarantine:

  • Health supplies - face coverings, tissues, hand sanitizer, disinfectant wipes, thermometer, over-the-counter medications to relieve their symptoms and any prescription medications.
  • Toiletries - toothpaste, toothbrush, deodorant, mouthwash, dental floss, razor, shaving cream, feminine hygiene products, soap, shampoo, conditioner, comb, brush.
  • Other personal articles - towels x 3, washcloths x 3, clothing sufficient for 10 days, bedding.
  • Course work - remember, as you are able, you are expected to be in regular communication with your professors about any missed lectures, assignments, and exams. Professors will be flexible, but all coursework must be completed.
  • Study materials - books, notebooks, laptop, etc. The library has Chromebooks available for checkout from the circulation desk. They are not able to load specific software but will connect to the internet and allow access to Gmail and all the GSuite products (Docs, Forms, Slides & Sheets).


Meal Service

Please email mealdelivery@sau.edu to coordinate meal delivery. Please include your student ID#, any food allergies, and which meals you would like to have delivered. To assist Sodexo in the planning of each meal, we ask that you consistently commit to a meal delivery schedule throughout your time in isolation, for example, lunch and dinner every day. Please wear a mask when you retrieve your meal.

Meals will be delivered between the following hours:

  • Breakfast - 8:30 am - 9:30 am, Monday - Friday
  • Brunch/Lunch - 12 pm - 1 pm, Monday - Sunday
  • Dinner - 5:30 pm - 6:30 pm, Monday - Sunday


Health Services and Safety Guidelines

  • Stay in your room. Do not leave your room unless it is for an emergency. Most people with COVID-19 have mild illness and recover at home without medical care.
  • No visitors are allowed.
  • Check your temperature once a day. Telehealth visits and disposable thermometers are available from the Health Service if needed.
  • Take care of yourself. Get rest and stay hydrated. Take over-the-counter medications to provide relief from your symptoms and help you feel better.
  • If you need to do laundry, and no one else can do it for you, wear a mask, avoid others and maintain social-distancing. Do your laundry once you are placed in quarantine just in case you have to move into isolation when you receive your test results.
  • Wash your hands often and practice good hygiene.
  • Clean your room daily using disinfectant wipes or sprays. If you share a bathroom, only one person should be in the bathroom at a time and wash hands/disinfect surfaces before and after use.
  • Cover coughs and sneezes with tissues or elbow.
  • Arrangements will be made with Housekeeping staff to pick up your trash once a week.
  • Do not use public transportation, ride sharing or taxis.
  • Postpone all travel.
  • Reschedule all non-essential appointments until you complete isolation.
  • If you need to see a healthcare provider, call ahead and wear a face covering.
  • Private bathrooms where students are isolating on-campus will not be cleaned for the duration of the isolation period, but toilet paper will continue to be issued.
  • Watch for cough, fever, shortness of breath, chills, muscle pain, sore throat, loss of taste or smell, nausea, vomiting, or diarrhea. Report these symptoms to your health care provider.
  • Telehealth visits and disposable thermometers are available from the Health Service if needed.

  • Email Health Services or call 563-333-5678, Monday through Friday; 8:00 am - 4:30 pm.
  • On-call Case Manager at 563-333-5678, Evenings and Weekends. If the case manager does not answer, leave your name and telephone number on the confidential voicemail, and the case manager will return your call as soon as possible.
  • If you have difficulty reaching the case manager, call the Security Dispatch Officer at 563-333-6104.

Academic Resources
Student Success Center tutors and professional staff are available to assist you to stay current in your coursework. It is your responsibility to communicate with your faculty. We can assist you with establishing a routine and an organization plan. Our tutors are trained in study skills. Study skills include learning strategies, developing a calendar system that works for you and how to communicate with instructors/coaches and others when life happens. Academic Advising Professional advisers are available to be a liaison between you and your faculty. They can discuss your current course schedule and ways to be successful in your classes. They can assist you with deciding if you need to drop a class and at the same time, how to stay on track with your major. Employment Resources
If you work off campus, you may be eligible to receive Unemployment Assistance or Pandemic Unemployment Assistance (PUA). In Illinois only, you will need to apply for regular unemployment benefits first. If you are denied, then you can apply for Pandemic Unemployment Assistance.

Quarantine Protocol

It is highly recommended that all students get vaccinated before arriving on campus and submit your record of vaccination to Student Health Services using this link.

Note on returning to campus: in order to comply with public health protocols, St. Ambrose University requires that students who are entering the United States from outside the Country should follow the CDC quarantine protocols before they arrive on campus. If you are unvaccinated and returning to campus from outside the United States, please contact Health Services (563-333-5678) before you travel to get return instructions.

Students who are fully vaccinated do NOT need to quarantine upon arrival to the United States unless they have symptoms. However, they will have to provide documentation that shows they have been fully vaccinated.

Unvaccinated residential students should quarantine if they learn they live with and/or have been in close contact with someone who has COVID-19. Close contact is defined as:

  • being within 6 feet of someone who has COVID-19 for at least a 15-minute

Housing
Depending upon your exposure timeline, you may be in quarantine for a few days or several weeks and can return to in-person activities when you obtain clearance from St. Ambrose University Health Services. If you are quarantined in a place that is not your own residence hall room, be sure to pack a suitcase, backpack, or bag to take with you. Pack as if you are going on a 2-week vacation. Take no more than one suitcase, a carry-on bag (backpack), computer, and purse.

Items to bring with you to quarantine:

  • Health supplies - face coverings, tissues, hand sanitizer, disinfectant wipes, thermometer, over-the-counter medications to relieve their symptoms, and any prescription medications.
  • Toiletries - toothpaste, toothbrush, deodorant, mouthwash, dental floss, razor, shaving cream, feminine hygiene products, soap, shampoo, conditioner, comb, brush.
  • Other personal articles - towels x 3, washcloths x 3, clothing sufficient for 10 days, bedding.
  • Course work - remember, you are expected to be in regular communication with your professors about any missed class meetings, assignments, and exams. Faculty have been encouraged to utilize WebEx and other technology as a potential supplement to assist students who have an excused absence. Please note that faculty are not expected to duplicate the class in a synchronous or asynchronous delivery format.


Meal Service
Your friends who are not in quarantine can pick up meals for you. Where your friend would normally scan their own ID card, they will speak with the Sodexo employee on duty and inform them that they would like to pick up a to-go meal for their friend in quarantine. The only information your friend will need to pick up your meal is your full name and student ID# (they do not need your physical ID card).

If it is not possible for your friends to pick up your meals, you will be able to pick up your meals at the Sodexo loading dock (on the south side of Cosgrove Hall). Please email mealdelivery@sau.edu to coordinate meal pick-up. Please include your student ID#, food allergies, and which meals you would like to pick-up. To assist in the coordination of meal pick-up, we ask that you consistently commit to a meal schedule throughout your time in quarantine/isolation, for example, lunch and dinner Monday through Friday. Be sure to wear your mask and respect social distancing measures when picking up your meals. Meals can be picked up at the Sodexo loading dock between the following hours:

Breakfast - 8:30 am - 9:30 am, Monday - Friday
Brunch/Lunch - 12 pm - 1 pm, Monday - Sunday
Dinner - 5:30 pm - 6:30 pm, Monday - Sunday

Health Service Notification

  • If you need to do laundry and no one else can do it for you, wear a mask, avoid others and maintain social-distancing. Do your laundry once you are placed in quarantine just in case you have to move into isolation when you receive your test results.
  • If you need to dispose of your trash and no one else can do it for you, you may dispose of your trash as you normally would. Wear a mask, avoid others and maintain social-distancing.
  • You may pick-up your mail at the Rogalski mailroom after 5:00pm and only if there are no others present. You may ONLY go to the mailroom and not any other area in Rogalski, and you must enter at the east entrance, by the Security Office. You must make arrangements with Kelly Sidran for someone to pick up your packages (sidrankellyj@sau.edu or 563-333-6000).
  • No visitors are allowed into your or your roommates residential areas, even if you have roommates who are not quarantining.
  • Watch for cough, fever, shortness of breath, chills, muscle pain, sore throat, loss of taste or smell, nausea, vomiting, or diarrhea. Report these symptoms to your health care provider.
  • Take care of yourself. Get rest and stay hydrated.
  • Going for a walk or run is allowed if you are alone, avoid others, wear face-covering when appropriate, and don't stop anywhere outside your room. The WRC is not available for your use during quarantine.
  • Stay away from people who are at high risk for getting very sick from COVID-19.
  • Wash your hands often and practice good hygiene.
  • Clean your room daily using disinfectant wipes or sprays. If you share a bathroom, only one person should be in the bathroom at a time. Wash hands/disinfect surfaces before and after use.
  • Private bathrooms where students are quarantining on-campus will not be cleaned for the duration of the quarantine period, but toilet paper will continue to be issued.
  • Telehealth visits and disposable thermometers are available from the Health Service if needed.

2021 American Rescue Plan Act

On March 11, 2021, St. Ambrose University (University) was awarded funding under the American Rescue Plan Act of 2021 (ARP) in the amount of $5,550,047.

As required by ARP, $2,782,657 of the funds received by the University must be used for the sole and exclusive purpose of providing financial aid grants to students. Financial aid grants to students may be used for any component of the student's cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care. The University has used, and intends to use these funds for this purpose.

As of March 31, the University has distributed $2,757,550.00 of financial aid grants to 641 students.

2021 Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA)

On December 27, 2020, St. Ambrose University (University) was awarded funding under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) in the amount of $3,163,850.

As required by CRRSAA, $1,027,466 of the funds received by the University must be used for the sole and exclusive purpose of providing financial aid grants to students. Financial aid grants to students may be used for any component of the student's cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care. The University has used, and intends to use these funds for this purpose.

As of June 30, 2021, the University has distributed $1,027,466 of financial aid grants (HEERF II) to 680 students.

Students eligible for these financial aid grants must have exceptional financial need. The University defined exceptional financial need as students who are eligible for a Pell grant, but did not limit awards to just Pell grant recipients. As of June 30, 2021, the number of students eligible for a Pell grant at the University equaled 2,182.

The method used by the University to allocate these funds included the following criteria:

• Initial awards went to Pell Grant recipients as our highest need students being impacted by COVID-19.
• The Pell range was divided in thirds, with an EFC of zero to 1,899 EFC receiving $2,000, an EFC from 1,900 - 3,760 receiving $1,500 and an EFC of 3,761-5,658 receiving $1,000.
• The remainder of the funds were awarded based on student requests.
• Independent students with exceptional need were awarded a maximum grant of $2,500.
• Undergraduate students with exceptional need were awarded a maximum grant of $1,200.

A COVID-19 webpage was created and updated with developments happening on campus. The link to the request form noted above was located on this page. The availability of these funds was communicated to students via email.

The guidance for distribution received is slightly different from that of the CAREs Act relief funds received previously. We are being instructed to prioritize a majority of the funds for our highest need students, those who receive the Federal Pell Grant. If you are Pell Grant recipient, you do not need to complete the request form discussed below.

If you are experiencing a hardship related to the COVID-19 Pandemic, we would like to direct you to the Coronavirus Response and Relief Fund Request Form.
You can also log on to the COVID information page at https://www.sau.edu/covid19 for more information. A link to the form is also located there.

Funds will vary by student and will average between $100 and $1200 as the University seeks to address each student's individual situation. Therefore, students will receive notification of their eligibility as soon as possible. If funded, you will receive a disbursement within two weeks from the date the university receives the allocation. Requested funding is not guaranteed. If you do not receive a notice of eligibility email within 14 days, you can assume that funds were exhausted.

If you do not have direct deposit established with the University there is still time to set it up. Doing so assures that you will receive this funding at the earliest possible date. If direct deposit is not initiated prior to your request being approved, we may not be able to issue your funding via direct deposit and a check will be printed and mailed to you.

2020 CARES Act Reporting

The updates in this section are in chronological order.


On April 13, 2020, St. Ambrose University (University) signed and submitted to the United States Department of Education the Recipient's Funding Certification and Agreement, Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

As required by Section 18004(a)(1) of the CARES Act, 50% of the funds received by the University must be used for the sole and exclusive purpose of providing emergency financial aid grants to students for their expenses related to the disruption of campus operations due to coronavirus.

Examples of these expenses would include food, housing, course materials, technology, health care, and child-care expenses. The University has used, and intends to use in the future, no less than 50% of these funds for this purpose. The amount received by the University for this purpose equals $1,027,466.

On April 13, 2020, St. Ambrose University (University) signed and submitted to the United States Department of Education the Recipient's Funding Certification and Agreement, Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

As required by Section 18004(a)(1) of the CARES Act, 50% of the funds received by the University must be used for the sole and exclusive purpose of providing emergency financial aid grants to students for their expenses related to the disruption of campus operations due to coronavirus.

Examples of these expenses would include food, housing, course materials, technology, health care, and child-care expenses. The University has used, and intends to use in the future, no less than 50% of these funds for this purpose. The amount received by the University for this purpose equals $1,027,466.

As of May 13, 2020, the University has distributed $575,764 of emergency financial aid grants to 538 students.

Students eligible for these emergency financial aid grants must also be eligible to participate in programs under section 484 in Title IV of the Higher Education Act of 1965. As of May 13, 2020, the number of students eligible to participate under these programs at the University equals 2,182.

The method used by the University to allocate these funds included the following criteria:

• Initial awards went to Pell Grant recipients as our highest need students being impacted by COVID-19.
• The Pell range was divided in half, with an EFC of zero to 2,787 EFC receiving $1,200 and an EFC of 2,788-5,576 receiving $600.
• The remainder of the funds will be awarded based on student requests.
• Independent students with expenses related to COVID-19 will be awarded a maximum grant of $2,500.
• Undergraduate students with expenses related to COVID-19 will be awarded a maximum grant of $1,200.
• If funds remain after all requests are reviewed, students can request an additional reimbursement.

A COVID-19 webpage was created and updated with developments happening on campus. The link to the request form noted above was located on this page. The availability of these funds was communicated to students via email. A copy of the message sent to students is as follows:

If you do not have direct deposit established with the University there is still time to set it up. Doing so assures that you will receive this funding at the earliest possible date. If direct deposit is not set up prior to your request being approved, we may not be able to issue your funding via direct deposit and a check will be printed and mailed to you.

By law, one half of this money must be used to help students deal with emergent financial needs and expenses related to the Coronavirus pandemic (including eligible expenses such as food, housing, course materials, technology, health care, and child care). The other half may be used for various qualified purposes at the discretion of the University.

As of August 17, 2020, the University has distributed a total of $1,079,513.00 of emergency financial aid grants to 1026 students.

Students eligible for these emergency financial aid grants must also have been eligible to participate in programs under section 484 in Title IV of the Higher Education Act of 1965. As of June 26, 2020, the number of students eligible to participate under these programs at the University equaled 2,182.
